AI Chatbots Deliver ‘Unreliable and Biased’ Election Guidance, States Dutch Watchdog

AI assistants have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democratic processes just eight days before the country’s general election.

Study Shows Repeated Partiality in AI Suggestions

The four chatbots evaluated by the authority “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog explained in a report published ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, despite the fact that the user’s input precisely aligns with the positions of these political entities, the study indicated.

Official Warns Against Relying on AI Assistants for Voting Guidance

The vice-chair of the AP, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she emphasized.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their operation is unclear and hard to confirm.”

Election Context and Political Landscape

Netherlands citizens vote on 29 October in an electoral contest that will be keenly observed across the continent for the performance of the Freedom party.

The far-right party of Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA seems to be closing, with numerous electors still undecided.

All major parties have rejected a coalition with the Freedom party, implying the runner-up party is highly probable to provide the next prime minister.

Inadvertent Prejudice Linked to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
